GRP police beaten inside the custody.

In Madhya Pradesh,katni railway station,GRP police beaten grand mother and grand son inside the railway GRP police station.A video became viral.

Question comes there is no power to take action by the GRP police,GRP will hand over the offenders to civil police then civil police will forward to the court.

Anyway inside the custody can police able to give punishment?
